On drug rehab

I wonder, is there anyway for societies around the world to somehow live with drugs without a large number of people needing drug rehab. If people used drugs the same as most drinkers drink, it wouldn't be a widespread problem. Most drinkers manage to have a few drinks after work or while relaxing at home on the weekend and still do their jobs and raise their families. Yet drug users, many of them, get consumed so that their whole lives revolve around getting high and that's where all their money goes.
